Oracle Database Error Code ORA-32817 Description :
message system link string is not configured with a log queue for string
Error Cause:
An attempt was made to add a propagation subscriber but the message system link was not configured with a log queue for the indicated propagation type.

How to Solve :
Alter the message system link to configure the link with a log queue for this propagation type.
