Oracle database error code ORA-32580 – both SYS and SYSTEM passwords must be provided

Oracle Database Error Code ORA-32580 Description :
both SYS and SYSTEM passwords must be provided
Error Cause:
Passwords for both the SYS and SYSTEM users were not provided in the CREATE DATABASE statement. If one of the passwords was provided, then both should be provided.

How to Solve :
Re-issue the CREATE DATABASE statement with a password for both the SYS and SYSTEM users.
