Oracle Database Error Code ORA-30978 Description :
The XML Index is not locally partitioned.
Error Cause:
An attempt was made to create a global partitioned XML Index.

How to Solve :
Do not attempt to create global partitioned XML Index or to maintain a non-local partitioned XML Index.
