Oracle Database Error Code ORA-28503 Description :
bind value cannot be translated into SQL text for non-Oracle system
Error Cause:
A SQL statement used bind variables on a Heterogenous Services database link to a non-Oracle system, but the non-Oracle system does not support bind variables.

How to Solve :
Change your SQL statement so that it does not use bind variables.
