Oracle Database Error Code ORA-28272 Description :
Domain policy restricts password based GLOBAL user authentication.
Error Cause:
Domain policy does not allow password-authenticated GLOBAL users.

How to Solve :
Make sure ORACLE server is using right SSL credentials to connect to LDAP directory services. Make sure orclDBAuthTypes attributes within Oracle enterprise domain object is either set to PWD or ALL.
