Oracle database error code ORA-28133 – full table access is restricted by fine-grained security

Oracle Database Error Code ORA-28133 Description :
full table access is restricted by fine-grained security
Error Cause:
The user is not SYS and doesn't have full table access due to VPD policies. This only happens for internal DML/query under a DDL.

How to Solve :
Grant the appropriate privilege or contact Oracle Support Services if this is too restrictive.
