Oracle Database Error Code ORA-22286 Description :
insufficient privileges on file or directory to perform string operation
Error Cause:
The user does not have the necessary access privileges on the directory alias and/or the file for the operation.

How to Solve :
Ask the database/system administrator to grant the required privileges on the directory alias and/or the file.
