Oracle Database Error Code ORA-19663 Description :
cannot apply current offline range to datafile string
Error Cause:
An attempt was made to apply the current offline range to the specified datafile, but the datafile is either not current enough or is not at the correct SCN to apply the offline range.

How to Solve :
The datafile remains unchanged.
