Oracle Database Error Code ORA-19651 Description :
cannot apply offline-range record to datafile string: SCN mismatch
Error Cause:
applyOfflineRange cannot apply an offline-range record to a target datafile unless the datafiles checkpoint SCN exactly matches the offline-clean SCN in the specified offline-range record.

How to Solve :
Specify an offline-range record whose offline-clean SCN matches the target datafiles checkpoint.
