Oracle Database Error Code ORA-16813 Description :
log apply service not running on apply instance string recorded by the broker
Error Cause:
Log apply services are not running on the apply instance the Data Guard Broker expects them to be running upon.

How to Solve :
Reenable the standby database to clear the error.
