Oracle database error code ORA-16703 – cannot set property while the database is enabled

Oracle Database Error Code ORA-16703 Description :
cannot set property while the database is enabled
Error Cause:
An attempt was made to change a database property while the database was enabled.

How to Solve :
Disable broker management of the database first, then update the property and reenable the database.
