Oracle Database Error Code ORA-16604 Description :
unable to describe template using package “string”
Error Cause:
The Data Guard broker was unable to execute the OnDescribe function in the named package.

How to Solve :
Verify that the named package is loaded on the primary database. Also verify that the OnDescribe function is in the package.
