Oracle Database Error Code ORA-16504 Description :
the Data Guard configuration already exists
Error Cause:
A request to create a Data Guard configuration was made while connected to a database that is part of an existing configuration.

How to Solve :
Delete the existing configuration if you want to create a new configuration.
