Oracle Database Error Code ORA-16188 Description :
LOG_ARCHIVE_CONFIG settings inconsistent with previously started instance
Error Cause:
The settings for the LOG_ARCHIVE_CONFIG parameter are inconsistent with the settings of a previously started instance. The settings for this parameter must be exactly the same for all instances.

How to Solve :
Make sure all instances use the exact same LOG_ARCHIVE_CONFIG settings.
