Oracle Database Error Code ORA-13221 Description :
unknown geometry type in the geometry object
Error Cause:
The SDO_GTYPE attribute in the geometry object contains an invalid value

How to Solve :
Redefine the geometric type in the geometry table using one of the supported SDO_GTYPE values. See the Oracle Spatial documentation for an explanation of SDO_GTYPE and its possible values.
