Oracle database error code ORA-13197 – element string.string.string is out of range

Oracle Database Error Code ORA-13197 Description :
element string.string.string is out of range
Error Cause:
Tessellation did not generate any tiles for this element. This error could be caused if the geometry definition puts the geometry outside the domain defined in the _SDODIM table.

How to Solve :
Verify that the geometry is valid and within the defined domain.
