Oracle Database Error Code ORA-13016 Description :
specified topology [string] is invalid
Error Cause:
The specified topology did not exist in the database, or some components of the topology were missing from the database.

How to Solve :
Check the specified topology by executing the SDO_TOPO.validate_topology function.
