Oracle Database Error Code ORA-12598 Description :
TNS:banner registration failed
Error Cause:
The registration of a product banner with the Oracle server failed.

How to Solve :
This is an error which is not normally visible externally. Enable tracing and attempt to repeat the error. If it occurs again, contact Oracle Customer Support.
