Oracle Database Error Code ORA-12493 Description :
invalid MLS binary label
Error Cause:
The MLS binary label contained an invalid value, was not the correct size, or contained a level, category, or release category that was not enabled.

How to Solve :
Check the DBA_MLS_LABELS view for the valid MLS labels.
