Oracle database error code ORA-09749 – pws_look_up: port lookup failure

Oracle Database Error Code ORA-9749 Description :
pws_look_up: port lookup failure
Error Cause:
The pws_look_up could not find a port to (Oracle helper).

How to Solve :
Make sure the (Oracle helper) server has been started correctly by pws_look_up, and that the network name server is still running.
