Oracle Database Error Code ORA-1850 Description :
hour must be between 0 and 23
Error Cause:
An invalid hour was specified for a date using the 24-hour time format. If the 24-hour format code (HH24) is listed, the specified hour must be between 0 and 23.

How to Solve :
Enter an hour value between 0 and 23.
