Oracle Database Error Code ORA-1296 Description :
character set mismatch between dictionary string and logfiles
Error Cause:
The character set of the database that produced the dictionary file is different from the charatcter set of the database that produced the logfiles.

How to Solve :
Specify a dictionary file with the same character set.
