Oracle database error code ORA-01191 – file string is already offline – cannot do a normal offline

Oracle Database Error Code ORA-1191 Description :

file string is already offline – cannot do a normal offline

Error Cause:

When attempting to do a normal tablespace offline it was discovered that one of the files in the tablespace was already offline.

How to Solve :

Either bring the datafile online first, or use another tablespace offline option.
