Oracle Database Error Code ORA-1175 Description :
data dictionary has more than the string files allowed by the instance
Error Cause:
The data dictionary is found to have more files than that which can be supported by this instance.

How to Solve :
Shutdown the instance and restart with a larger number of db_files
