Oracle Database Error Code ORA-1143 Description :
cannot disable media recovery – file string needs media recovery
Error Cause:
An attempt to disable media recovery found a file that needs media recovery, thus media recovery cannot be disabled.

How to Solve :
Recover the offending file or drop the tablespace it belongs to and retry this command.
